On Monday 13th September Rupert Kelley, PCSO for Whyteleafe and Portley (Surrey Police), was presented with a Police Command Commendation for his initiative and professionalism in assisting in the arrest of a man selling counterfeit DVDs in Whyteleafe earlier this year. He was accompanied at the award ceremony at Guildford University by his wife Elaine and fiveweek old son Flynn. The Commendation was presented by Surrey Police Assistant Chief Constable Jerry Kirkby.

On Wednesday 28th April Rupert was notified by a member of the public that a man was trying to sell counterfeit DVDs in local shops and businesses. Rupert found and detained the man with a rucksack containing around 200 DVDs, and called for assistance on his police radio. When the suspect suddenly made off, Rupert gave chase and updated other units of the suspect's description and direction of travel.

The man hid at Whyteleafe Railway Station and was temporarily lost for ten minutes. Rupert was picked up by a response unit, and the man was then spotted walking in the area. He was stopped trying to escape by Rupert, before the response colleague arrested him. This action was deemed by Surrey Police to be: "Over and above PCSO Kelley's usual duties, demonstrating resourcefulness and a proactive attitude."
